Below are the debit cards that can be used for PayPal withdrawal in Malaysia:
1. Public Bank Visa Electron Debit Card
2. Al-Rajhi ATM Debit Card
3. UOB ATM with VISA Electron

You may also withdraw your PayPal money using your credit card. However, Bank Negara limits the withdrawal availability to only International Banks like HSBC or Standard Chartered Bank.

There is one reader named Shemah shared that even if you don't have an International Bank's credit / debit card, you can still withdraw your PayPal money via a VMI card. All you have to to is to purchase a VMI card, activate it once you have received it. Then withdraw your PayPal amount into this VMI account. Once it is done, you are able to withdraw the money via any ATM machines with Cirrus logo.
